Phone answering problem -go to themes menu to reset

When trying to answer a call on my Nexus5 and it is locked . It will let me send text messages ( I am driving , etc) but will not let me answer the phone Insufficient resources go to theme menu and reset. I cannot find a theme menu anywhere. Not in settings , nor elesewhere any suggestions other than factory reset?

Welcome to Android Central! I've never heard of a theme menu for the Nexus 5. Are you unrooted, running completely stock Android? Or are you running a custom ROM or launcher?

Unrooted, standard Androis 4.4.2, Action Launcher 2.0.4. Happens when phone is locked or not. It says Problem loading reources. I've wonder should I load a theme manager? I did try go launcher for a while but unistalled it .
