nexus 5 incoming and outgoing calls

Can't receive incoming calls, people are telling me it goes straight to voicemail.

Can't make outgoing calls. Phone says "dialing" but it never rings and call just ends.

Tried rebooting phone. Seemed to solve the issue for about 30 minutes but now I have the same problem.

Any solutions? Anyone else?

EDIT: sometimes I can receive the incoming call and it rings but I cannot make outgoing calls.
I have full service and reception.

Who's your carrier? Have you discussed the issue with them? They might want to try a new SIM card.
