Usually, when you see the light gray wireless connection, it means your connected to the LAN (local network). You could do things like access share folders or print to a network printer.

When it is blue, it has Internet access (WAN). Sounds like you are connected to the work network, but they haven't given your tablet Internet access.

Some "open" networks might also require logging in to gain full access. When I go to Panera Bread (which has free wifi), I have to open the web browser and agree to their ToS to use their network. Once I click the approve button, my wifi notification turns blue.
