Default Nexus 7: Device Bootloader Version Issues?

I'm just trying to get this thing working again. I've tried all four the images under the "Factory Images 'razor' for Nexus 7 [2013] (Wi-Fi)" section, and nothing will take.

    What am I doing wrong?

Looks like you need another update file? At least that's what it references at the end.

Just to make sure, you do have the wifi, not the mobile version right?
