This works for many people but may not work for all. This trick was posted on gottabemobile website.
Nexus 7 Android 4.2 Jelly Bean Update Rolling Out Slowly

    Here's the trick:

    1. Go to Settings -> Apps -> All

    2. Find Google Services Framework.

    3. Tap on Force Stop.

    4. Select Clear Data.

    5. Head back to the Nexus 7′s Settings, go to About, and check for a System Update.

    Post your success stories below.

EDIT: If it doesn't work the first time, try again. It seems to work on the second try for some people.

Just got the OTA push without trying. Can I delay installation without an annoying popup notification nagging me? Right now it's quietly sitting in my notification bar which is fine so long as it stays there.

It just works for me. Force stop was the key in my case. I tried just clearing data and it didn't work the first time.

I just saw this thread and went into settings to manually check when low and behold it was 60% done downloading and then printed me with this:

Note: I didn't do anything. Not even manually check for the update.

I live in NYC, if that helps.

Is there any danger in stopping Google services framework and clearing data? I'm a little nervous about what this does.

No there is no danger in stopping it. That's why you are able to force quit the process.

I've done it several times on my Nexus 7 and Galaxy S3 to force OTA updates. No bad side effects thus far. Most of the time, it will just ask you to allow location permissions again.
