No microphone on file upload?

On a websites that has an option to upload a file (i.e., "Choose File" button), the Android OS will pop up a window allowing you to choose various types of files--music tracks, photos from gallery, etc. It also usually has the ability to capture input from devices, such as camera and microphone. When I click on "Choose File" on my Nexus 7, I see "Choose an action" and have the choices: Camera, Camcorder, Choose music track, Gallery. But where is the choice "Microphone?" I've seen it on other Androids, but is it not available on Nexus 7?
 
Yeah, since writing that post oh-so-long ago, I've also tried another version of Android on my phone and same issue -- you can get a pop-up that allows media capture from the camera (image or video), file upload from the photo gallery (or file system if you've rooted your phone), etc., but *no* microphone/sound recorder. It's such an odd omission. I'm pretty convinced that it's not an issue with the HTML5 implementation on the website end of things, but rather something missing from the stock Android operating system itself.
 
Not optimal.
But why not record the message before the upload and then select it in the music category?
That's where my recordings show up.
