Absolutely. Started a week or so ago. Maybe with the latest s/w upgrade?

Need to pause a lot and let it buffer. Good wifi signal. Don't know what's going on.

Try re-installing YouTube. I haven't noticed any slow speeds since the update, but just today, I noticed that videos were making static noises and sound on came out of one side only. I was using earphones and thought they were just messed up, but turns out it was fine. I rebooted my nexus 7 and that didn't solve the YouTube sound issue. I then reinstalled YouTube and sound is back up on both sides.
