New moto x is also mid range and not that impressive specs but it will be running on 4.3

definitely and i think it will improve on sensitivity&speed, especially when we have reports that 4.3 is improving touch sensitivity on N4

They specifically said in the conference this morning that the update would be going out to the original Nexus 7 starting today.

can someone link to a howto flash for those who d/l the new factory image

There's a guide in the Rooting section. Flashing a factory image requires wiping your device, though. If you rather wait, the OTA will be pushed out to everyone in due time, no wiping necessary.

Will we be able to sideload JB 4.3 on the 2012 Nexus 7 because I think sideloading will not wipe the data on your device? That's how I had updated to 4.2.2 last time.

If you can get your hands on the OTA update file (NOT the same as the factory image).. Yes you can sideload it easily using adb and stock recovery.
