I am having serious charging/power issues.

My N7 will go from 100% down to 0 in about 12 hours. When I plug it in (using OEM charger/cable) it takes about 8-10 hours to charge up. It used to be much, MUCH faster

Worse though, when I use it while plugged in it will discharge at a rather rapid rate (5-15% in an hour while plugged in)

Also using DashClock widget battery and the time till full goes up rapidly when used while plugged in. For example it will say 4h till full then after a little use (a few book pages, 10 mins of Red dit etc) it will jump to 10h till full.

Device is 100% unmodified, OEM charger and cable. Plugged in to wall outlet. WiFi signal strong auto brightness off. Cache has been cleared and I just did a factory reset 2 days ago.

Thinking this is a hardware issue and I'll just need to replacement but need a 2nd opinion

How old is the device?

It might be helpful to install a good battery monitoring app like GSam Battery Monitor, which gives a nice breakdown of what app or process is using how much battery. It can also give you info on wakelocks, which apps execute to wake up a device from sleep in order to do something (like check the internet to refresh data). Wakelocks are a normal function, but sometimes an app goes overboard, leading to excessive time awake, and therefore excessive battery drain.

OK I'll check it out. Nothing I'm doing should be able to pull it down this much. I'm not a power user; reading, web browsing, etc. And while it's charging, that should way overpower anything I can throw at.
Edit to add: Year old. Bought it at release
