Can I stream mp4 files from PC over shared router?

I'm running into space limitations on my Nexus 7 (2012). I know I could just erase stuff but I do get tired of manually making the transfer over a usb cable. If possible I've wanted to learn how stream files directly from my Windows 8 PC . Is there a third party app that I can install on a Nexus 7 (2012) that would permit me access Windows 8 PC files over a shared router? BTW, what's the correct term for doing this -- would it be called a "Personal Cloud" for home use? Thank you for any help in advance.

There are several ways to do this:

* Many people use "Plex", this is a *very* popular app, but I never liked the server's interface and found it to be quite slow.

* The most simple solution is to share your PC's video folder on your network, then access it with a file manager like ES File Explorer or Solid Explorer on your tablet. You also need a video player to play the actual shared content, I recommend MX Player.

* Google for "Universal Media Server", install it on your PC (it's free) and also install an app called "BubbleUPNP" on your tablet. This method is more complicated, but the streaming performance is excellent. I can stream 1080p movies on my home network without stuttering, as well as DVDs, music and images. Again, you need a dedicated player app like MX Player.
