Why isn't my OTA 5.1 loading/working on my Nexus 7(2012)?

OTA 5.1 not loading/working on my Nexus 7(2012)

5.1 loads into the Tablet, then when I press install it starts, then goes into a screen called Team Win Recovery Project V 2.8.5.1

This tablet was rooted then restored back to factory.
Is this why it won't update?
If so, how can I update it to 5.1 ?

The official OTA upgrade will only work on a device that has not been modified. "Team Win Recovery Project" is a custom recovery that was loaded over the stock recovery, so the OTA upgrade will not work. Doing a factory reset (via the device) will not reload the stock recovery, nor will it completely 'unroot' your device. The only way to do that is to obtain the full factory image and load that. This will bring it back to 100% stock.
