My Nexus 7 is continuously rebooting in a never-ending loop

I followed these instructions
1.If your phone is on, power it off.
2.Press & hold Volume Down and Volume Up, and then press & hold Power simultaneously until the device turns on. You will see the word Start with an arrow drawn around it.

Option 2 does not lead to the device turning on (battery has power). The only way to turn it on is to use the Power button alone....and then it goes directly into its loop.

Usually hold down start and volume down when you see the android (after the google logo) it should say START and more options with the volume up or down buttons, power to select.
Just hit START. It should re-boot normally.
