hello.
for some reason I lost all my music and videos yesterday on my Nexus 7, so I thought I would do a factory reset and re-download them from my PC.

After the reset, and restoring my google play apps I checked Settings > Storage and it says I have only 23 gigs available.
It says I have 749mb in Apps, 73 mb in cached and 2 Gig in misc (my TWRP backups)

So,

32 Gigs - .75 Gigs - 2 Gigs = 29.25 gigs

29.25 gigs - 23 Gigs = 6.25 Gigs for operating system

Does this sound right?

My device had 26.41 free space available. Plus you have to remember on top of the operating system, even in SD cards you don't get the full space available.

My 32gb Galaxy S3 on has 26.26gb with a 31gb SD card that has only 29.32gb available.

thanks for the replies. My total space is listed at 26.11 gigs, which is very close to what you guys have and I have modified mine with TKRP /rooting.

I tried re-installing my media files with mtp in Ubuntu, but for some reason it hiccuped and it dumped half of the 1200 files in the top directory of "internal storage" and half in the subdirectories under mtp://[usb001,011]/Downloads, where I tried copying them ???

I will try again and see what happens...

As really everyone should know by now, the storage manufacturer advertised storage space is not the same as the actual space. This is because manufacturers count space in our regular base 10 numerical system while computers count in base 2. A kilobyte for example is 1024 bytes, but HDD manufacturers count it as 1000 bytes for. It's kind of a scam really, but don't expect this to ever change without some kind of legislation.

So any device with advertised 32gb of space actually only has around 29.8gb of space (maybe a little less even).
So what you actually have is 29.8gb - 0.8gb - 2gb = 27gb
27gb - 23gb = 4gb for operating system presumably.

For comparison the actual space of a 1000gb (terabyte) hard drive is 931gb.

I'm sure this confusion will persist for decades to come, unfortunately.

I believe my HTC One, 32 gb, had around 26 - but that's with Sense 5...so I would think Nexus would have a bit more available. But maybe not.
