Can't activate

Hi...I received a refurbished Nexus 7 tonight and when I try to activate it on the second screen after the welcome screenit says "select wifi" and underneath "to see available networks, turn wifi on". The problem is there is no option to turn it on since it is not through the activation process. I have a Nexus 5 and haven't had this issue. Any help would be appreciated. Thanks.

That's weird, it should be on by default.
You can't pull down the menu (if its even there at this screen) in the top right corner to turn on wifi?

Nope. Menu isn't even accessible on this screen.

Mine has WiFi on by default if I remember correctly and a window automatically popped up and with a list of networks to connect to. I don't know why yours would be like this.

I have no idea. It isn't on and there is no way to turn it on. I can lower the shade but there are no settings there. Just the time and date.
