Is there a way to enable USB debugging through a computer?

After replacing the screen on my Nexus 7 (2013), it would not load the device past the google screen. I have tried restarting it with bootloader with no success. I then downloaded the Android SDK program, but it doesn't show that my device is connected because the device doesn't have USB debugging enabled. I need to enable USB debugging on the device so I can see it in my terminal commands, but I cannot turn on the device, so I need a different way to debug it. Is there a way to enable USB debugging through a computer? I have a Mac running Mavericks.

You should try flashing factory image then go into the recovery menu and do a factory reset.Some of the old settings could be preventing it from successful reboot.
