I had purchased a similar app. I believe it was called ROM finder, and it had also been removed from the market. I looked through it in my list of play purchases and hit the request refund button, giving the reason that I went to download it, but was removed from the market. I received a message, I think it was automated, in about 5 minutes to my gmail account that I would receive a refund. It was around $2 or $3. I had purchased it almost 2 years ago and requested the refund about two weeks ago. Took about a week to hit my bank account.
There is probably some low dollar amount where the system will just approve a refund.
But to answer your question, I can't even find the apk for ROM finder anywhere. I think the Dev stopped supporting it. I just go online and sync with dropbox. Of course I only do it for games that I already own the cartridge for.
