    Default Actually the Nexus 7 does come with a camera app. (Camcorder too)

    If you have a custom launcher installed...
    Long press the homescreen . Click shortcuts then activities then scroll to gallery. Open gallery and add the camera to your home screen. Repeat for camcorder.

    can you still access the camera if remove launcher after?

    Most likely not since launchers maintain their own set of home screens. This is a good option for people like myself who use the launcher for the landscape capability.

    or just download the camera launcher for nexus 7 app and have access to the built in jelly bean camera app in the app drawer on any launcher you want...
