My tablet freezes at times; not specific to any particular app that I can determine.

Is this common and, if so, what to do other than shutting down the tablet and starting it again?

A related question: if I ever have to do a factory reset, do I have to search and install all programs again, or are they saved at the My Apps page on Google Play and I can reinstall them from there?

I don't think that's common. It might be some app which is throttling the processor or maybe the unique OS bug.

In settings-->Backup & Reset--> if "Backup my data" and "Automatic restore" are checked then when you reset the tablet and key in your username and password then all app installed before will automatically download and install.

when login it will prompt if you want to restore the App. click yes for that.

Also if you make the 2 checkbox checked for the first time now give it a few hours to take the backup.

I did a reset and had to choose each and every app for reinstallation, despite having those items checked in Backup and Reset...

I flashed factory image in my phone 3 times this year and every time i do that my apps get installed automatically. Are you using custom rom? It might be a bug.

when you go to google dashboard under Android devices click "More data stored about this device" Do you see your device or some data on "More data stored about this device"?
