Maybe. My guess is that you haven't pushed the connector hard enough into the headphone jack. It's a little tight, so you have give it that extra little shove at the end until it clicks in. You'll know it when it does it.

All sounds? Some apps, like Google Talk, have notification sounds come from the speaker even when the headset is plugged in. Also, have you tried more than one set of headphones? Finally, had it been working correctly before, but now it's not, or is this the first time you've tried the headphone jack?
