Nothing, really. Any Nexus since the GNex don't actually plug in as mass storage, but as a media device. This means they use their own sets of rules and functions when plugged in, and for whatever reason this includes making folders. The method you're already doing is what I do, either that or do it in the tablet with something like Astro.

choice 1 -- install a file manager app on the Nexus 7 and create your folders ON THE NEXUS 7 first, and then you can xfer into them. Some commonly used ones below....

The solution was right there, in front of my face, but I didn't see it. I had already installed ES File Manager, which I used on another tablet running Android 2.3.3.
But I overlooked those three little vertically-stacked dots this time, found in the newer version of the app running on the Nexus. The ability to create new folders lies in the menu arising from those menu-dots, and all is well!
I'm just getting used to Android 4.2 so some of its new features get past me at times.
