I got my mother a Nexus 7 and a mini USB to USB cable. What is the best way for her to view files on a USB stick or SD card in USB device?

Unfortunately I am not with her or I am sure I can figure it out but she says she plugs in and nothing happens, nor does she see any options in the gallery. Was hoping someone here could offer some advice before I go through the hassle of finding an SD card, putting pictures on it, and messing around with it on my own Nexus7.

OTG cable, I have a couple of these and download the app Nexus Media Importer from the Play store. That should do it..

Go to the Google Play store and get the Nexus Media Importer. You can use it to play a variety of media types. It will open up when you insert the cable with the USB flash drive attached.
