Copying files from PC to Google Nexus 7 not working
I connected my Nexus 7 to my Windows 7 PC via USB. The computer correctly installed Nexus 7 as external device.
On the PC, I navigated to the Nexus 7's Downloads folder. Dropped some files in the folder.
On the Nexus 7, Apps, Download - it only shows the files that were in the Downloads folder prior to me attaching the devices. It shows none of the new files that I had dropped there. On the PC, viewing the Nexus 7's Downloads folder, it shows both the old and new files. I can confirm that the files are there on the Nexus and can open them using the PC. But from the Nexus, it's as if they aren't there.
I also tried dropping files into the Boat Browser's Downloads folder over the USB cable and then to tried to go into Boat on the Nexus to see them...same issue.

Do you mean that you viewed the downloads folder via Settings > Storage > Downloads? If so, when looking at that window, it seems that the only files available are those that are visible. However, swipe up on the list and additional files will scroll into view. Forgive me if you're already aware of this, but I didn't realize this at first myself. The window is very deceiving!
I'd also recommend using a file manager app like ES File Explorer or Solid Explorer to more easily and fully explore the contents of your N7. You can then use the search function to find specific files.

Also, why put your files in the downloads folder? This is a special folder android uses for files that it downloads. Create a new folder for the stuff you are copying over.

I tried creating a new folder on my N7 while attached to my Win 7 PC and it wouldn't or couldn't make one. Had to close and make a folder using ES file. Is that the same for everyone or is it just my setup?

I have heard people report this but never tried it myself. I have certainly copied folders to the root of the /sdcard using mtp.
