Won't connect to computer via usb

It connects just fine to the windows 7 laptop but will not connect to the Desktop 8.1?
This is what it shows:

Hmmm.... am I right in the fact that your computer does see the device? Perhaps try downloading the new drivers for your computer of the device.
I had the same issue but all I had to do was download the new drivers.
Go to \ Control Panel \ All Control Panel Items \System \ Device Manager \ Portable Devices \ Find your Device \ Update drivers.

the google Nexus 9 is not even seen by the PC running Win XP. I used the same micro usb cable that I used for an android phone when I can see the phone as removable drive in windows explorer.
Do I need drivers on the pc? which ones?

Just installed Android File Transfer on my Mac and it works perfectly with my Nexus 9.

Works perfectly on my Samsung ATIV Smart PC Pro 700T running Windows 8.1.
Works perfectly on my Microsoft Surface Pro 3 running Windows 10 beta preview.

In both cases Windows immediately recognized my Nexus 9 and automatically downloaded the appropriate drivers.

You are aware that on January 13th 2015 Microsoft ceased mainstream support of Windows 7.
