Google bought Moto to create their own hardware division and then a few years later they sold it at a big loss. Why didnt they just keep it to build all the pixel hardware that just got announced?

At the time they sold it they didn't know that they'd switch to a business model that made them more money by building hardware (they still don't). A lot of companies buy other companies for a small part, then sell off the rest.

Actually it is believed Google bought Motorola for its intellectual property value. (I.e.: Patents)

Motorola Mobility, as I understand it, never made a lot of money. Plus, I am told, they were concerned about hardware manufacturers like Samsung abandoning Android if Google was making their own hardware.
