Best Buy Pre Order - Locked to Verizon?

I haven't seen this topic discussed here yet so I was wondering if I were to buy a full price device (Verizon) via Best Buy's site if I could use this on ATT? Google support says Best Buy phones 'should' be unlocked, but Best Buy says 'don't assume it will not be locked to Verizon'. Any help would be appreciated.

My local non-company store said the Pixels phones they sell have to be activated on Verizon. What you do with it after you leave the store I guess is up to you. I have no clue if the AT&T sim would work or not.

I was able to purchase an 'unactivated' device through BB's site. I am just wondering if the Verizon model they sell is CDMA only or if it'll work with GSM carriers.
