App Updates Weirdness

I've noticed some weird stuff regarding app updates and wonder if anyone can confirm.

First, two points: 1) I am on Google Fi network, 2) In Google Play Store Settings, I have Auto-update apps set to "Auto-update apps over Wi-Fi only"

Okay, so check out this screenshot:

a) I swear it is true - app updates only happen when my Pixel XL is plugged in. In this case (and many previous times), I got into my car to leave work a few minutes before 5:00 PM and immediately plugged the phone into a charger. As you can see, a few minutes later, I had downloaded 2 app updates. Why does it appear that updates download only when plugged in? I don't recall my previous devices (in particular, the last several generations of Nexus devices) doing this.

b) As I said above, I am set to "Auto-update apps over Wi-Fi only" so, why did it update anything? Okay, there would have been a brief moment when I may have been connected to my office Wi-Fi while still in the parking lot, but only very brief. And, it is possible that at some point on my drive I may have latched onto an Xfinity Wi-Fi connection... Fine, but then what is up with that other notification, "Download size requires Wi-Fi"? This implies that at least some downloads *do not* require Wi-Fi, even though I have set it otherwise. Is this a Project Fi thing?
