my Google play store app will not load apps or even connect to the internet

My Google play store app will not download anything. It only reaches about 10 percent. Sometimes it acts like I'm not connected to the internet at all and keeps telling me to retry

Welcome to Android Central! Which device? Does this occur on both wi-fi and mobile data? Go to Settings>Apps>All, select Download Manager, and Clear Cache/Data, and Force Stop. Do the same for Google Play Store. Now try again.
