Any reason why my max CPU speed drops from 1200 to 700 from time to time on its own?

let's put it that way.. if you turn of 2 out of 6 cylinders in the car engine on highway? what you gonna get... more MPG?

CPU stepping down it's clock speed when it's not needed, saves battery life.

I am aware the cpu speed fluctuates depending on the need. What baffles me is why should my range of speed be kind of fixed. I set it to 350-1200 but later on when I observed my phone is a bit sluggish and check it's performance I found out the range have changed to 350-700. Why is it so please?
