How can I downgrade or re-install 4.2.1 by the method you said , can you give a step-by step procedure? I have 4.2.2 on my nexus 4 don't like it.

Factory reset - does not bring back your stock version , it just deletes your own apps data and bring the memory to factory conditions.

I agree in most cases a reset will fix problems associated with an upgrade. I'm running 4.2.2 with zero problems.
