Default Videos get auto-uploaded at low res, I don't understand why

So I have an HTC One, original and latest, with both set up to record at 1920x1080. I just found out after looking at the videos on Google+ that I have set to auto-upload too that the auto-upload changes the resolution of videos to 854x480. It has done it with every video. NOT a single picture has the resolution changed as the setting is set to Full Size for Photo Size.

Is Google just being sneaky by not saying anything about videos and automatically changing the resolution so videos take up less space or is something wonky with my auto-upload? Be aware this video resolution change has happened with video taken and uploaded with an original HTC One, the latest One, G2, Note 3.

All my videos and pictures are getting uploaded in low resolution even though in the settings I have it set to upload in original quality.
