To make things a bit more clear, in Linux systems(which android is based off of), root is the deepest control you can get. as root, you can do anything to the computer. Think of the Administrator user on your windows PC. and how certain programs or installers need administrator privelages.
Same concept for Android.
Developers make apps that need admin privelages to run(such as overclocking your phone's processor or taking screenshots). Android OS does not let your average users run these because there is a chance you can break your phone. Rooting is the process of unlocking that root account, so you can run trusted apps as root, where any privelages can be met.
