Calls occasionally don't dial

Ever since the ICS update in late July, I've noticed that dialing can sometimes be a hassle. Whether pressing on a pre-dialed number or dialing a new number, I sometimes have to wait 30 seconds to a minute before the call goes through, all the while remaining on the main dial page (or, in the case of my favorites, staying on the home widget screen). Is this a known issue, and short of a factory reset (let's just say some games like Where's My Water don't have apps that save progress), what can I do to alleviate the problem?

I'm on my 2nd phone and have the same issue. Nothing so far helps the problem.

I guess I have to say thanks (or not) for the help, but I've decided that the release of Carbon Backup has made the decision to reset my phone much easier.
