Default Why is ringer and notify volume tied together?

It seems like on my evo 4G I used to have the choice of independent volume for the ringer and the notifications? On my new lte they are tied together. I don't want to hear emails in the wee hours, but I might want to hear the phone.

I'm not sure why they did that. I heard somebody was working on an app to unlink them but that was weeks ago and I haven't heard any more since then.
I'm running a custom rom (Viper4G) and I can easily control all of my volumes independently.

HTC decided that they know better than you on how you use your phone.
