Been there 2 hours now, battery ran completely dead today so I charged it, took about 3 hours to get to 99 percent, not it is stuck there.

could be related to whatever programs are running in the background, but you may also want to google bump charging... it is when you charge as much as it will take it off charger then put back on charger till it stops, then turn off phone and charge again... Most phones wont let the batteries truly get over 95 to 98% regardless of what it says it is at.

This is exactly right. Bump charging normally the workaround to seeing a full 100% when its stuck at anywhere above 95%.

Its not a bug or hardware related issue its just the way the device and battery work together to protect itself from overcharging which in itself is hard to do with today's batteries.
