Okay so i wanna root my phone but a question that i have is that if i want my phone to have the gingerbread rom do i need to root it with gingerbread or do i just get gingerbread after i root my phone?

You cant get a rom without rooting first.

You should probably read up on the stickies on how to root and flashing a custom ROM.

Most of the gingerbread ROMs don't work well on EVO. Like missing HDMI and 4G/WiMAX, among other things.
