Yes, if you buy it full price, you can 69.99 a month (plus the 10.00 luxury tax)

Opening a new account requires a 2yr agreement. If you are already a customer then the answer to your question is yes. If you are opening a new line it requires a 2yr agreement. So if you pay full price for the phone then you will save your upgrade and and can use it at any time.
