Sprint Repair Shops - Can they touch Evos?

I was told on the phone by a Sprint Repair Shop today that they can't touch Evos. Has anyone had a different experience? I was told that I have to take it back where I bought it to exchange it for a new one since it is less than 30 days since purchase.

I have heard of these repair locations being able to "flash" the phone and reset it to factory defaults. True or untrue?

That is correct (to a point). If you're within the first 30 days, you have to return it to where you got it to get a replacement. Then, after that, you can go to S & R centers.
