Is this a battery issue? or is it something else?

I have a problem with my HTC Evo. I just bought a new battery, I've tried several different chargers, and it still loses power while I'm charging the phone. If I leave the phone alone it will charge after 4 or 5 hours but then once I take it off the charger the battery will drain with-in 20 minutes. I just recently reset my phone as well but the issue remains. I'm hoping someone can tell me what is going on or offer any kind of solution. Thanks.

Have you turned off GPS, WiFi, and Bluetooth when not in use? What about Background Data and Auto-Sync? Are those disabled as well?

Look at your battery info and see if there is an app causing the drain. There could be an app with a wakelock issue.
