I've been thinking of buying a used Evo 4G to use as a WiFi only device.
If I do that will I be able to get Android updates over WiFi or does the phone
have to be activated on a carrier to get official updates?

You can get market updates, However, the EVO has to be activated in order to receive OTA updates, since they are distributed by Sprint.

I agree, about OTA updates from Sprint, but I think you would still be able to install updates from the RUU files with the EVO hooked up to a computer? I don't know if that checks your registration with Sprint somehow or if it just knows to update the HTC EVO that is hooked up to it.

You should also be able to root it and run the latest ROM that suits your fancy.

How does a market update work? I went to the Android Market website but couldn't find anything about Android updates. Or were you referring to updates of individual apps?

Market update refers to individual apps. You can access that over wifi.
