Currently there is no roms or kernels available yet this is because we are needing S-Off and the kernel source released for htc.
I am sure once these hit there will be some dev action, until then just have to deal with stock phone.

With the unlocked bootloader tool (guide) from htcdev.com you can unlock your bootloader. This will allow you to put a custom recovery on (2 available) to flash roms. The phone is left s-on for keeping the sim-lock, radio, & kernel from being changed. You are right about no roms or kernels available, but I do know of one rom in the works. You can flash roms with s-on & with a different kernel built into the rom it (kernel) should change. There's 2 perm roots available (no s-off though).

You say there is a rom in the works who is making it? And when is it gonna be out?

I have installed roms for my HTC desire from 2fast & they worked great (I currently have the hero s). He also has a hero s (us cellular's version of the design 4g) so I'm not sure on how it will work on the design 4g (phones are identical). You might have to join his site to download, but I'm not sure. He's also done roms for the merge, electrify, mesmerize, wildfire s, desire & so on. I am a little bias because I am friends with 2fast.

The second link I haven't a clue because I haven't heard of him before nor have I installed any roms from him. I don't know what to expect from him.

Check out the discussion thread on xda for design/hero s. http://forum.xda-developers.com/showthread.php?t=1399351 The kernel also dropped from htc so expect undervolted & overclocked kernels in the near future.
