Network Operators greyed out in HTC first

First off, I apologize if this has been dealt with before. I looked around but didn't find my specific problem.
My HTC first is not rooted, but it is unlocked. I have a Digicel sim card, and when I go to the states, I use a T-Mobile sim.
Problem is when I have either sim card in and working, I cannot access the network operator option. It is greyed out.The phone works fine, I just don't have the option to select network operator.
It becomes a problem because I cannot roam at all, even though I have roaming switched on by both the phone and my carrier.
I don't wanna have to buy a sim card in every country I go.
