you could use hangouts.. I use it all the time with my fiance when at work.

No.. No extra charge just your data

Pretty sure you need an app, such as tango or maybe Skype.Should not be a charge from carrier as if I'm not mistaken they work wifi. Actually I know Tango works without wifi.

I would use Hangouts. It's roughly similar to Facetime on an iPhone.
