Exchange Activesynch error

I've done a LOT of googling and most people having this problem had older HTC devices (some of the threads go back almost four years!) and the only real responses I've seen that appear to work are:
1- Have your exchange admin add some rights or permissions.
2- Pay for/install touchdown.

Does anybody know if there is a way to make the phone work with Exchange without having to make the security policies special or install a third party app?

Stock HTC One Running Android 4.3, Sense 5.0, SDK 5.45, Software number 2.10.605.1 on VZW
Many coworkers with S4s and other android devices are able to sync mail without trouble.

I have 2 exchange accounts configured from different customers, and are working like a charm. You probably need to enable an active sync account for yourself.
