VZW One M8 Internet pass through

Hey guys, it's my first post here. I've had my One M8 for about a month and a half now. The only complaint I have with it is I can't get the internet pass through to work (the one to share my computer's connection, not share my phone's connection). When I first tried it, my M8 took a minute of loading and then told me to install Sync Manager. I did, and that allowed the pass through to turn on. Even though it says I'm connected, I don't have an internet connection. It won't load web pages, ect. Is there something I need to change on my laptop? It's an HP running 8.1 and I'm still on 4.4.2.

I went to HTC's site and they said to adjust my firewall settings. What should I allow?
