Personal Dictionary is faulty

I have had M7 and Htc Desire Eye. Both have the possibility to add new words with shortcut and delete these words. New HTC One M9 does not let you delete any words in personal dictionary and does not let you restore your personal dictionary and does not let you make a shortcut. Please look into it before discussing this. Thanks

The personal dictionary is located in Settings>Language & Keyboard>HTC Sense Input>Personal Dictionary

You can delete words in the personal dictionary by tapping the options icon (the 3 dots in the top right) and tap Delete. This will then bring up check boxes to select the words you want to delete.
I don't get what you mean by restore the Personal Dictionary but i hope this has helped.
