Try the unlock token.

Looks like its supposed to work but I don't get the disclaimer to pop up. it just stays on fastboot usb screen......I give up! (but not really)

Are you using Windows 7 or 8?

I've seen on XDA that I'm not the only one having this issue. And it's also not just a conversion problem either. It seems to be an issue with 4.4.2 on the gpe ones whether a play store bought or softmod converted.

No I never solved this issue. I couldn't understand why either. I tried all kinds of things before I finally threw my hands up and put my fist to the sky. Anyways, I ended up selling it and got the M8. It's awesome(see signature below. It really is a BAMF M8). Sorry though. I wish I could be of more help. I am very adept with all the unlocking, rooting and s-offing. Still, I could not figure out what went wrong. I even tried re-flashing the firmware and re-flashing stock recovery. Still, I got nowhere. Not sure what the problem was.

I have succeeded to go back unlocked after flashing GPE by the following steps:
:
1. adb reboot bootloader
fastboot oem writecid CWS__001
adb reboot bootloader

2. fastboot oem rebootRUU
fastboot flash zip hboot_rumrunner_att_3.17.502.3.zip
fastboot reboot-bootloader

3. fastboot flash unlocktoken Unlock_code.bin

Success....
