High RAM usage?

Is it normal for these phones to be using ~500MB of RAM when I don't really have anything open, even after I just reboot?

I don't know if this is an HTC One S with T-mobile thing, or if its an Android or ICS specific thing? I thought there shouldn't be so many memory heavy processes going on from just the basic Android processes in the background..

Also right now it shows 548MB Used and 137MB Free. What happened to the other 300MB? Is that reserved for OS? If so, then I really don't understand why ~500MB is being used in addition to that?

Yes, it all the OS, the minimal it will ever use is 450MB (that is just the basics to make the phone run, etc) then add in Sense, dialer, messaging, browser, etc... the list goes on and on using up about 500MB like you said. this isnt an issue considering there is a lot space left (about 150MB) for all your additional apps to run. Every Rom runs like this. it includes tons of folders you are not allowed to touch unless your rooted.
