Question - 16GB AT&T HTC One X

So the phone is supposed to have 16GB, how come only 9.93GB is available on a bone stock HTC ONE X? Usually when i purchase a phone in the pass that is 16GB after the OS and all the pre-installed stuff i still have anywhere from 13-14GB free... 6.06GB gone is a lot of space to lose.. Anyone know what the deal is behind all this? Should claim that it's 10GB instead of 16 IMO.

I heard that it is reserved space for future os updates.
