    Yes, it is normal.

The whole point of having airplane mode is so you can fly without your phone interfering with the aircraft systems and lighting up every cell tower along your flight path.

You can turn wifi back on after turning airplane mode on.

Its normal, the point of it is to terminate all wireless connections at once(wifi,bt,mobile data, etc) but you can turn those suckers back on at anytime when still in ap mode.

Not that you haven't heard this yet but yes it is so that you can use your device in an airplane without any radios working.
There are widgets you can download that will let you turn on and off various stuff on the fly without menu diving and they work great for exactly what you are trying to do.
You can install them on one of your home screens or like I did in the pull down notification center.
I believe the one I'm using is called power control.

If you try to fail and succeed, which have you done?
