We don't have root...why?

Yeah, this is probably a dumb question. But why don't we have root??? The brand new Sprint HTC EVO 4G has already been rooted. So why not the HTC Incredible? I'm obviously not a software guru. Perhaps someone in the development dept. can explain why the Incredible is so difficult to root....and why the HTC EVO was not...
